Rockville Woman Charged with 66 Misdemeanor Counts of Animal Cruelty

several seized dogs now up for adoption for sldier 855 x 380A Rockville woman has been charged with 66 misdemeanor counts of animal cruelty, according to officers with the Montgomery County Animal Services Division.

Investigators said 47-year-old Katherine Ting Tiong was charged on Jan. 27th in the case of 66 dogs that were seized from her Glen Mill Road home on Jan. 1st.

Each charge of animal cruelty carries a penalty of up to 90 days in jail and/or a fine of $1,000. She has bonded out on the charges.

According to investigators, Tiong admitted to operating an animal rescue named Forever Homes Animal Rescue, Inc. and the majority of the dogs at her home came from shelters located in the northeast region of the United States. According to officers, most of the dogs were contained in soiled crates and were suffering from a variety of ailments — some were preexisting conditions but many were a result of the neglect.

Investigators said that three dogs were in such a severe state of medical decline that they were euthanized at the shelter. One dog died of an unknown cause. A necropsy will be performed to determine the exact cause of death, according to a news release.

Several of the dogs have been successfully placed into homes but many still remain at the shelter. Some of the dogs have additional medical or behavioral needs and will require adopters who are able to invest time and resources to help them manage these issues.

“In the past we have seen Montgomery County residents really step up and provide loving homes for our ‘special needs’ animals,” said Kate Walker, shelter manager.

Potential adopters are encouraged to visit the Animal Shelter at 7315 Muncaster Mill Road in Derwood.

“A lot of time and effort has gone into this case, both with examining the evidence and in caring for the animals,” said Thomas Koenig, animal services division director. “We are incredibly thankful for our partnership with MCPAW, who has provided much needed financial support, as well as the many rescue partners and area shelters that have offered their assistance.”

The Animal Services Division has also released more photos of the seized dogs, including Clementine (see below), a 15-year-old Chihuahua mix. There are about 50 of the seized dogs, including Clementine, at the shelter now looking for homes.

    Hopefully, in the near future, it will be possible to link the shelters across the U.S. somehow, and monitor folks who adopt rescues. This could minimize the number of people who overextend themselves by trying to take on too many dog/cats! Taking in several rescues, can actually do more harm than good!
