Silvia Rodriguez Macdonald, an ESOL teacher at Lois P. Rockwell Elementary School in Damascus, was recognized by the Montgomery County Council on Oct. 9 after she was recently named a “Champion of Change” by the White House and the President’s Advisory Commission on Educational Excellence for Hispanics.
