County Council Schedules Public Hearings for July

The Montgomery County Council will hold public hearings in the month of July to receive testimony on new bills under consideration, funding appropriations, a change to the zoning code, and the draft Pedestrian Master Plan. Hearings will be held on the second and fourth Tuesday of July at 1:30 p.m.

Residents can register to speak in person or virtually at a public hearing. Also, written, prerecorded audio or video testimony is accepted using the online sign-up form at the Council website here.  Written testimony may be sent by mail to the County Council, 100 Maryland Ave., Rockville, MD 20850. Residents who wish to sign up to testify remotely by phone should call 240-777-7803 for more information.

The July public hearings are scheduled as follows:

July 11, 2023 at 1:30 p.m.

Deadline to sign up to speak is July 10 at 2 p.m.

  1. Bill 28-23, Taxation – Fuel Energy Tax – Green Bank, would restrict the use of fuel energy tax funds by the Montgomery County’s Green Bank to only support activities that promote the investment in clean energy technologies and to provide financing for clean energy technologies, including renewable energy and energy efficiency projects and not resiliency activities, and generally amend the law related to taxation, the fuel-energy tax and environmental sustainability.
  2. Expedited Bill 29-23, Administration – Non-merit Positions – Department of Environmental Protection – Department of Transportation, with accompanying Resolutions to adopt Executive Regulation 5-23 and Executive Regulation 6-23, would make the position of Deputy Director in the Department of Environmental Protection a non-merit position, and make the position of General Manager, Transit Services a non-merit position.
  3. Bill 30-23, Rustic Roads Program – Rustic Roads Advisory Committee, would amend Chapter 49 to revise the composition of the Rustic Roads Advisory Committee, specify additional duties of the Rustic Roads Advisory Committee; and generally amend Chapter 49 regarding the Rustic Roads Advisory Committee.
  4. Expedited Bill 31-23, Technical Corrections, would correct technical, typographical, grammatical, reference, and codification errors in, and make stylistic, clarifying, and conforming amendments to, various provisions of County law.
  5. Amendment to the FY23-28 Capital Improvements Program: Nonprofit Preservation Fund
  6. Amendment to the FY23-28 Capital Improvements Program: Preservation of Naturally Occurring Affordable Housing
  7. Resolution to adopt Executive Regulation 5-23, Non-merit Position – Deputy Director, Department of Environmental Protection
  8. Resolution to adopt Executive Regulation 6-23, Non-merit Position – General Manager of Transit Services, Department of Transportation
  9. Police Statistical Data as required by Bill 45-20

July 25, 2023 at 1:30 p.m.

Deadline to sign up to speak is July 24 at 2 p.m.

  1. The Council will hold a public hearing on the Pedestrian Master Plan.
  2. Transfer of unspent funds from the FY24 Capital Budget to the FY23-28 Capital Improvements Program for Montgomery County Public Schools construction projects.
  3. Transfer of unspent project balance in the FY 24 Capital Budget to the FY23-28 Capital Improvements Program for Montgomery County Public Schools construction projects.
  4. Zoning Text Amendment (ZTA) 23-05, Vehicle Parking Design Standards -Commercial Vehicle Parking for Properties with a Residential Use
