Councilmembers Applaud Schools’ New Away All Day Digital Policy

High expectations surround the start of any new school year. This year, hopes are particularly high with the introduction of a new cell phone Away All Day policy.

The goal is to improve classroom discussions and student socialization when cell phones, laptops, tablets, smart watches, ear buds and earphones are not used during the school day.

Under the new regulation, high school students need to have their digital devices placed in a special box or phone caddy during class time. However, they may use their devices during lunch and in the hallway as well as before and after school and while on a school bus.

Elementary and middle school students can have their phones in their possession with the sound off. They cannot be used in school, during lunch or while transferring from class to class.

Teachers may allow students to use their devices for instructional purposes.

A pilot program during the previous school year at eight middle and two high schools demonstrated that not only was a districtwide policy advisable, but eliminating cell phone use in school was quite positive and backed by teachers, parents and even students.

Montgomery County Public Schools Chief of Schools Peter Moran briefed county councilmembers on the Education and Culture Committee on Friday about the new program.

“This makes a lot of sense. It’s just common sense,” said Councilmember Gabe Albornoz.

The one area of concern expressed by councilmembers is how concerned parents and guardians may get during a school lockdown if they can’t reach their child. Moran explained there are plans to keep family members better informed during emergencies.
