Former FBI Agent Sentenced to 60 Years for Raping Three Women, Including a Teen

A former FBI agent was sentenced to 60 years in prison after being found guilty in July of raping three women, one of whom was a high school student.

Eduardo Valdivia, 41, was convicted following an eight-day trial on six counts of second-degree rape and two counts of fourth degree sex offenses.

“This was a premediated crime. This was a crime that used maximum amounts of coercion and manipulation,” Montgomery County State’s Attorney John McCarthy said following Tuesday’s sentencing.

Valdivia was a supervisory special agent with the FBI for more than 10 years when he was arrested in November 2024.

Without the FBI’s knowledge, Valdivia was operating a tattoo studio called DC Fine Line Tattoos on Washington Boulevard in Gaithersburg. According to court records, two women who were in their early 20s reported that they were raped in that studio. One woman also was raped at a nearby hotel.

A third victim, who was 18, claimed to have been raped in October 2022 in a tattoo studio on Travilah Road in Potomac.

According to court records, Valdivia offered the women free tattoos in exchange for modeling opportunities.

He was trained by the FBI and knew how to go undercover and take on different identities “to ingratiate himself to these young girls,” McCarthy said. “He was using the techniques he learned in the FBI.”

McCarthy praised the three victims for testifying in court. “The bravery of these three young women is the reason we stand here today. I want to thank these young women,” he said.

Valdivia used aliases including Lalo Brown, L. Boogie, and Dr. Tiffany Kim.

In an earlier case, Valdivia was acquitted in December 2022 of attempted murder after shooting a passenger twice in a Red Line Train in Bethesda.

According to Metro Transit Police officers, Valdivia fired his weapon following a verbal exchange. Police arrested him based on video camera footage from the train.

A jury ruled that he acted in self-defense.

During McCarthy’s news conference Tuesday, he referred to the earlier case, stating, “He escaped accountability on a prior case.”
