Police charge Virginia man in rape cases dating back to 1988

A Virginia man was charged in connection with two sexual assaults that occurred in Montgomery County in the late 1980s and 1990s. Montgomery County Police ask anyone who was also a victim to contact them.

An arrest warrant was issued on Dec. 9, 2025, for Carl Rice Jr. of Michells, Virginia. He is charged with two counts of first-degree rape and kidnapping. Additional charges include two counts of first-degree sex offense, three counts of first-degree assault and two counts of second-degree assault.

Rice currently serves a prison sentence in Virginia. He has been arrested previously in separate jurisdictions on charges related to rape and sexual assault.

On June 24, 1988, a female victim was leaving the Friendship Heights Metro station when she was approached by an unknown Black male. He forcibly pulled her across the street and then sexually assaulted her, according to police.

On Sept. 19, 1990, a female victim met a man who said his name was Kevin. He offered her a ride home. The victim became uncomfortable and tried to get out of the car. But the suspect restrained her and refused to let her go, police said. He drove to an area in Bethesda where he sexually assaulted her.

In February of 2025, detectives received a DNA match from evidence recovered from the first assault. That led police to Rice.

Because both crimes occurred near the border of the District of Columbia, Montgomery County detectives worked in partnership with the D.C. Metropolitan Police Department Cold Case Sex Assault Unit during the investigation.

Based on information gathered and the circumstances of these cases, detectives believe there may be additional victims who have not yet come forward.
