Montgomery County Council appointed Ken Hartman to the newly-created role of director of strategic partnerships and reappointed Megan Davey Limarzi as inspector general Tuesday. Both people received unanimous support.
Hartman was approved to be the liaison between Executive Marc Elrich, his office and the county council in an effort to provide more transparency and to create a free flow of information between the executive and council offices. Hartman’s annual salary will be $171,648.
He has been the director of the Bethesda/Chevy Chase Regional Services Center since 2008.
Hartman has been “a very effective advocate and partner in the community during the height of COVID when the community needs were at an all time high,” Council President Tom Hucker said. “I feel he has very effectively shown he understands how government works and how to get things done.”

Limarzi, who became the county’s inspector general in 2019, previously served as clerk of the Montgomery County council and inspector general for the Maryland Department of Health. She also has been a criminal prosecutor. She is the first woman to hold this position in Montgomery County.
“She built upon previous inspector generals and really, in my opinion, brought it to 21st Century alignment with the needs of such a large institution that is Montgomery County,” said Councilmember Nancy Navarro.
Limarzi has kept an eye on the county during a time when it has received many grants and funds to get through the pandemic, several councilmembers pointed out.
“Our government is in a really good place, because we have such a great inspector general who is ensuring the the billions of dollars that flow through Montgomery County are being scrutinized, are being watched, and always analyzed,” Councilmember Craig Rice said.
The county inspector general is “really the caretaker of the public trust in making sure we are holding ourselves accountable,” added Councilman Andrew Friedson.
