Man Gets Life Without Parole for Deadly Shooting in Silver Spring Garage

The defendant in the 2023 fatal shooting case in a downtown Silver Spring parking garage was sentenced Monday to life in prison without the possibility of parole, according to the Montgomery County State’s Attorney’s Office.

In January, Ramone Christopher Ramsay, 33, was convicted of first-degree murder and two counts of attempted first-degree murder for killing 21-year-old Kymani Bailey and shooting at two others inside the garage, located on Silver Spring Avenue.

Ramsay also received an additional consecutive life sentence and 20 years in prison.

According to authorities, Bailey was walking with two women in the garage after leaving a nearby nightclub when Ramsay shot him. Ramsay had been kicked out of the nightclub shortly before the shooting. The victims had no interaction with Ramsay at the nightclub, according to charging documents.

“Kymani Bailey was killed while performing the gentlemanly act of walking two young women to their car in a parking garage,” said County State’s Attorney John McCarthy in a written statement. “The defendant made the decision to randomly commit a deadly act of violence against innocent victims, and the result was tragic. We thank the judge for appropriately issuing the maximum penalty available in the state of Maryland,” said McCarthy.
