
On Friday, July 11, Montgomery County Police arrested 32-year-old Javier Armando Pastran Morales of Rockville. He was charged with manufacturing child pornography, sex abuse of a minor, distribution of child pornography, aggravated cruelty to animals, and possession of child pornography.
This arrest comes after a lengthy investigation by the Montgomery County Police Special Victims Investigation Division (SVID) Child Exploitation Unit.
On Thursday, April 17, Montgomery County Police responded to a report of a suspicious situation at the Westfield Montgomery Mall. A 15-year-old female victim reported an unknown male recorded her in a changing room at the Urban Outfitters store.
Police conducted an extensive investigation and identified the suspect as Pastran Morales. On Thursday, May 15, he was arrested and charged with Peeping Tom and visual surveillance in a private area. Officers seized Pastran Morales’ cell phone and obtained a search warrant to view its contents.
SVID investigators found child sexual abuse material on the cell phone It included videos of Pastran Morales engaging in sexual activity with a small dog, and photos Pastran Morales is suspected of producing.
Pastran Morales was transported to the Montgomery County Central Processing Unit where he currently remains.
