The newly sworn in Maryland Speaker of the House of Delegates, Joseline Peña-Melnyk, chose several Montgomery County legislators to guide the assembly in 2026.
Delegate Jheanelle Wilkins (District 20) was appointed chair of the House Ways and Means Committee. She has served on that committee since being elected as committee vice chair.
“It is a privilege to take on this responsibility as we advance policies that shape Maryland’s future at this critical moment. Thank you, Madame Speaker, for your trust and confidence. I’m proud to serve as part of your leadership team,” Wilkins posted on Facebook.

David Moon, who also represents District 20, was reappointed as majority leader, a position he has held since 2023.
“I’m honored that Speaker Joseline Pena Melnyk has asked me to serve as House Majority Leader! It’s been fun watching her bold & clear-eyed floor speeches over the years, and they’ve made her a favorite of my interns. It’s now a privilege to serve under her leadership as she undertakes a reworking of the House of Delegates structure,” Moon posted on Facebook.
Delegate David Fraser-Hidalgo (District 15) was named to chair the new Energy Subcommittee. Linda K. Foley (District 15) will chair the Utilities Subcommittee.
Delegate Bonnie Cullison (District 19), was appointed vice chair of the Health committee. Delegate Anne Kaiser (District 14) was appointed vice chair of the Appropriations Committee.
“There are a number of delegates taking on great leadership roles,” said Rich Madaleno, chief administrative officer for Montgomery County. “No delegation has as many senior leadership positions as Montgomery County.”
