Video Released of Aspen Hill Police-Involved Fatal Shooting

The police dashboard and bodycam footage of a police-involved shooting of a Gaithersburg man suspected of stabbing several people before being shot and killed by a Montgomery County officer on July 22 was released Thursday.

Warning: Some of the video is graphic and difficult to watch.

Officer Justin Lee shot Franklin Castro Ordonez, 19, after he ordered the suspect to stop running and drop his knife. The July 22 shooting occurred in the 4300 block of Harvard Street in Aspen Hill.

Police had received multiple calls for a stabbing at around 10:35 a.m. in the 12200 block of Veirs Mill Road. When police arrived, they saw an adult female suffering from stab wounds.

Two other women received stab wounds at the 4100 block of Colie Drive.

A witness directed police toward where the Ordonez had fled.

At one point in the dashboard footage, an officer can be heard saying, “Just tried to stab my car.” An officer also said, “He’s got a knife in his hand, right hand.”

Officer Lee gets out of his car and repeatedly orders the suspect to drop the knife. He then yells, “He’s charging at me.”

The officer shot at Ordonez, who immediately fell to the ground. A lot of blood can be seen as officers handcuff the suspect.

The Independent Investigations Division of the Office of the Attorney General released the video footage.
