Four Arrested for Meth Possession in Silver Spring

Montgomery County Police Department (MCPD) officers arrested four people on drug offenses, including possession of crystal meth. 

Anastasia M. Colucci, 28, of Gaithersburg, Kelyne Patrica Moore, 29, of North Bethesda, Carlos Manuel Manzano, 30, and Jose Luis Ruiz-Rubio, 40, both from Hyattsville, were arrested on Jan. 29. Around 11:15 p.m., officers were checking the Cameron Street Garage at 8530 Cameron St. in Silver Spring when they saw four people sitting in a car. Officers smelled marijuana from the car, and a K9 detected narcotics inside.

Officers searched the car and found marijuana, a mix of prescription medicines, cocaine and crystal meth. There were 37 grams of meth, 28 grams of marijuana, and less than one gram of cocaine. 

Colucci was charged with marijuana possession greater than 10 grams, controlled dangerous substance possession, and controlled dangerous substance possession with the intent to distribute. She’s being held on a $5,000 bond. Manzano was charged with the same, and was released after posting a $5,000 bond. 

Moore was charged with controlled dangerous substance possession and controlled dangerous substance possession with the intent to distribute. Ruiz-Rubio was charged with the same, and both were released after posting a $5,000 bond.
