Following charges of second-degree murder, on Friday a D.C. judge sentenced 42-year-old Robert Lowe to 21 years in prison, followed by a five-year supervised release.
According to a report from the office of the U.S. Attorney, in April of 2024, Lowe struck victim Kenneth Goins in the back of the head at Desperados Burger Bar on U Street in the District of Columbia. During an altercation between the two Lowe shot Goins in the abdomen.

Lowe then fled the scene on his motorcycle. Despite the efforts of EMS and attending officers, Goins succumbed to his injuries.
The Montgomery Village resident is charged with second degree murder, possession of a firearm during a crime of violence and unlawful possession of a firearm following a felony conviction.
Lowe was arrested on May 22, 2024, and held in custody until trial.
U.S. Attorney Jeanine Pirro commented, “Robert Lowe chose to turn a barroom confrontation into a deadly encounter, attacking Mr. Goins from behind and ultimately taking his life. This senseless violence tears families apart and endangers everyone around it. Today’s 21‑year sentence reflects the gravity of his actions and the commitment of our office to hold armed offenders fully accountable.”
