Rockville man, 46, identified in fatal police shooting in Gaithersburg, Maryland AG investigating

Officials have identified the man killed by officers in the Sunday shooting in 9600 block of Lost Knife Road in Gaithersburg. An investigation into the incident is now underway conducted by the Independent Investigations Division of Maryland’s Office of the Attorney General.

Elliott Powers, 46, of Rockville was shot and killed on the evening of July 12 around 6:45 p.m. by officers responding to a complaint of an armed man at a bus stop near Montgomery Village Plaza, according to the Office of the Attorney General.

Police spoke with Powers for several minutes before multiple officers fired their service weapons, fatally striking him, according to a statement made by the attorney general’s office. The officers then rendered emergency medical aid to Powers until an emergency medical services crew arrived on the scene. Powers was pronounced dead at the scene. Officers recovered a handgun near his body, according to officials.

No officers were injured during the incident. The officers were wearing body cameras at the time of the incident, report officials.

The Office of the Attorney General is now investigating the events surrounding the shooting.

Officials have also publicly identified the names of the officers who discharged their weapons as Officer Michael Wengloski, a 12-year veteran who was assigned to the Special Operations Bureau, Officer Andrew Hanko, an eight-year veteran and  Officer Robert Bullock, a 7-year veteran of MCPD. Both Hanko and Bullock were assigned to the patrol division, according to a statement from the attorney general’s office. There were three additional officers on the scene from the Gaithersburg Police Department.

MCM reported Monday that the officers tried to de-escalate the situation, but interactions continued which compelled them to discharge their weapons, as reported in an MCPD press conference.
