A second arrest has been made following a 2025 homicide in Silver Spring.
In March of 2025, Douglas David Lacey was accused of fatally shooting Jonah Kimindu Mutua, 23, in a parking lot at 2700 Fairdale Terrace. MCPD responded to the scene and found Mutua severely injured. He died later.
Lacey was arrested a month after the incident and charged with murder and firearm use in a crime of violence.
Further into the investigation, police found evidence that showed Lacey conspiring with Bekine Tibebu Ayele, 23, to kill Mutua over an unpaid debt.
Ayele is charged with first-degree murder and is being held without bond.
